What is Human Resource Management (HRM)?

The human resources (HR) manager and the HR department interact directly with the labour market. The labour market refers to the availability of various categories of labour in both the short- and long-term. Human resource management includes the total environment in which the labour market functions and includes factors such as salary and wage levels, labour legislation and general practices regarding working conditions and fringe benefits.

The human resource function interacts with the external environment in order to obtain labour. The purpose of the interaction is to obtain inputs from the external environment.

Human Resource Management is a staff function of management aimed at assisting managers of other departments to apply the primary production factor (labour) as efficiently and effectively as possible. The successful application of the other factors of production (capital, land and entrepreneurship) depends on the people in the enterprise.

From the point of view of employment law and equity (and in keeping with the constitutional prohibition of unfair discrimination on grounds of disability), AIDS and HIV should be treated in all relevant respects like other comparable life-threatening conditions. Employees and prospective employees with AIDS should be treated in a just, humane and life-affirming way.

The Human Dimension

Values and attitudes: values influence attitude, motivation, perception and behaviour. Values operate on a personal, group and organisation level and can have a significant impact on company moral and attitudes.

Personality: governs human reactions and interactions. HR managers must have enough knowledge about different personality types to match people to specific jobs, tasks and teams, all the while considering the unique company environment.

Ability: the degree to which one is able to carry out the tasks of a particular job. Human resource managers need to recognise individual and team ability (potential, actual and limitations) and use the knowledge to elicit peak performance. This knowledge can also be used to devise effective training strategies.

Motivation: the driving force behind action. HR managers need to be able to identify different motivations and leverage them to the company's and individual's benefit.

Perception: individual interpretation of the environment. People's perceptions differ; human resource managers must be able to recognise how different scenarios can be perceived and manage these perceptions.

Learning: this includes conditioning and shaping. HR managers must recognise every employee's learning ability (potential) to better understand employee behaviour. This plays an important role when it comes to evaluation employees' decisions.

Managing People: this focuses on motivation, communication, leadership, and group behaviour and dynamics.
